Keystone Puppies is the first Lancaster business to have the proprietary addition of Animal Welfare & Breeder Accountability Specialists on board. All Keystone Puppies’ Accredited Breeders agree to follow our 7-point contract to remain accredited.
Accredited Breeder Program FAQs
How does Keystone Puppies hold breeders accountable for their breeding methods?
Being an accredited breeder has always been exclusive to the highest level of good dog breeders. Any breeder who is Keystone Puppies’ Accredited Breeder has agreed to the following:
- All puppies will be vet checked before they are 8 weeks of age.
- Will offer the 1-year genetic health guarantee for all of your puppies that are sold through our website.
- All puppies will be wormed at ages 4, 6 & 8 weeks of age. We do recommend that the process begins at 2 weeks of age and again at 12 weeks of age if the puppy has not been sold yet but those are not mandatory.
- Puppies must be up to date on shots at the time of purchase from a customer: 5-Way Vaccine Schedule – 6, 9, 12 & 15 weeks of age OR Neopar – at 5 weeks of age and then the 5-Way Vaccine at 7, 10 & 13 weeks of age.
- Must give a puppy their rabies shot when they are between 12 – 16 weeks of age if you still have the puppy. This is the PA State Law.
- Will make sure all adult dogs receive a yearly vet exam and up to date on their vaccinations.
- Our Breeder Accountability Specialist will visit twice a year.

Unfortunately, many pet stores and online sellers source puppies from puppy mills, which prioritize profit over the well-being of the dogs. Often these puppies have health problems and behavioral issues. Our Accredited breeders care about their breeding standards and are committed to producing healthy, happy puppies.
How do you ensure puppies end up in loving homes?
Keystone Puppies’ breeders reserve the right to deny the sale to anyone they suspect may be unfit for ownership. Just like how you want a breeder to take optimal care of your future puppy, good breeders want to ensure they’re sending their pups home with a family who will love them well for the rest of their lives! By keeping this rule in place, we believe we can help puppies, customers, and breeders have the best possible experience.
What is your “No Puppy Mill Promise”?
At Keystone Puppies, we have ZERO tolerance for puppy mills, dog breeder scams, pet shipping scams, and dishonesty of any sorts. Not only do we pledge to NEVER work with puppy mills, we fight for dog welfare standards across the state.

Conduct Surprise Breeder Audits Twice a Year
Every Keystone Puppies Accredited Breeder is required to receive unannounced, in-person visits to audit their breeding facility twice a year. During this check-in, we look for signs that ensure a good dog breeder: compassionate puppy treatment and healthy living quarters. Because the inspections come at unannounced times, responsible dog breeders can’t prepare or “fake it” in any way!
Offer Guidance & Insight Consultations to Breeders
To further help encourage responsible dog breeding, our Animal Welfare and Breeder Accountability Specialist uses their lifetime of experience to help our breeders become even better. These tips could be anything from improving puppy socialization to making their “welcome home” package more personalized!
Investigate Any Dog Welfare Complaints
If you notice anything out of place or alarming during your visit to the breeder, we encourage you to contact us directly. Our Accountability Specialist will visit the breeder’s location (often the same day of the complaint) to perform an immediate inspection.

Meet Our Breeder Accountability Specialists
Shawn & Shanna bring more than 20 years of industry expertise to their role. They are passionate dog owners with years of experience caring for their own dogs. Together, they’ve owned many different breeds including a Rottweiler, English Bulldog, Cavachons, and currently a Cavapoo & Mini Goldendoodle.
Both Shawn & Shanna care deeply about the health and wellbeing of the puppies shown on KeystonePuppies.com, so the breeder inspections they conduct are rigorous. Some of the things that they look for when conducting inspections is the cleanliness of where the puppies & adult dogs are kept, the appearance of the adult dogs & puppies, and the socialization of the adult dogs & puppies.
The good news is that they’ve never had a breeder fail an inspection. That’s because from the start, Shawn & Shanna have chosen to work with breeders who care as much about dogs and maintaining high breeding standards as they do. Plus, a majority of breeders who have partnered with Keystone Puppies have been with them for more than a decade – a testament to the great working relationships Shawn & Shanna have established.
